Does this issue only happen when connecting with your sister? Does it happen on all networks or just a specific one? Do you have more than one device with FaceTime? If so, does the same thing happen on another device?
A quick thing to check on both devices is to see if you're both running the most updated iOS. Follow these steps on both devices are updated:
If there is an update available, please backup your iPhone and then update:
Update your iPhone or iPad wirelessly
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.

Both my sister and I installed the iOS 16.2 update today, and this solved the problem. Thank you so much.
We both needed to install the updates. I installed the update first, but the issue was not resolved until my sister also installed the update.
