Mouse hover suddenly started behaving like click

Both on Mac OS as on Bootcamp (Windows).

Basically whenever I hover a mouse over anything like app icon, close button, windows button, mac button or anything that is clickable - the click event occurs. Os if I hover the mouse over an icon it opens the app, when over windows buttons it keeps opening and closing windows menu etc. Same with mac top left menu etc.

The restart does not fix the issue. It perists. I am unable to do anything because whatever I hover over it causes click action.

The same is happening when I try to use keyboard. It just does opens and closes any menu/ app instantly.

What am I supposed to do?

I think it's Big Sur but not sure (can't even click on to check the current system version).
