Apps are not stored in iCloud. When you redownload a deleted app it comes from the App Store, not from iCloud. The cloud icon indicates that it can be downloaded, but it isn't from iCloud.

Also, an app can't be deleted from purchase history, but it can be hidden. See: Hide purchases from the App Store - Apple Support
