Why are only some of my contacts on the cloud
When I look at my contact list, I have more contacts that are in the cloud. In settings, I have everything backing up to class but obviously I’m missing some. What do I do?

What you are describing would be expected if you are syncing your contacts from other sources besides iCloud.
You can find out everywhere you sync the Contacts app with at Settings > Contacts > Accounts. This article describes this further: Manage and delete contacts on your iPhone or iPad
If you want to make iCloud the default account going forward, you can do that too.
"Choose a default account to add new contacts
If you set up multiple accounts in the Contacts app, you can choose a default account to add new contacts to:
- Go to Settings > Contacts > Default Account.
- Choose an account."
If you have your other contacts in the vCard format, you can import those into iCloud by following the steps found here: Import or export a vCard in Contacts on iCloud.com.
"Import a vCard
If the vCard contains contact information for more than one person, each contact becomes a separate entry.
- In Contacts on iCloud.com, click
in the sidebar, then choose Import vCard. - Select a vCard to import.
- Contacts from imported vCards are added to the All Contacts group. You can add contacts to any other group by dragging them. See Create and manage groups of contacts on iCloud.com."
