iCloud deleted my photos!

I tried opening some old videos and pictures that had the circle with ! In it, but they didnt wanna be opened. Maybe its because i didnt have enough iCloud storage i thought. So i bought 200gb of iCloud and then those unsynchronized photos and videos got deleted.. without warning, and theyre not in any recently deleted folder. My iPhone/iCloud deleted my photos and videos that were originally stored locally without my consent…
