ICloud Cannot Start

ICloud on Windows 10. ICloud was stuck syncing 25 items for 5 days. I signed out and signed back in. Now I get this message: "iCloud Drive Cannot Start. Your Existing ICloude Drive folder could not be archived. Please restart your computer"


I've restarted, reinstalled and signed out and in of Icloud.


Any ideas what to try?

Should that still persist, are you able to access the iCloud website on your PC without any difficulties? iCloud Drive
