When I want to play music in my playlist, it pop up said “resource unavailable “. Could you tell me why and how to fix it?

Is anyone having issues with Apple Music for Artists ? Having issues with Apple Music for Artists. The app says it needs and update. Even though it is updated. It goes to Open then it says it needs an update again. Anyone having this issue?
