Setting up for a Family Member requires a GPS Cellular Apple Watch Series 4 or later that is running watchOS 7.0 or later.

I trying to help my mother get her Apple Watch Series 4 back on cause her apple

phone atm is not working but it keeps telling me this when I try to connect on my iPhone 12 Pro Max and I’ve reset the watch and tried connecting it but it still giving me that info which I have no idea so what am I suppose to do????

Trying to connect her Watch to your iPhone you seem to be connecting it as a family member and those are the minimum requirements.

So you have Watch Series 4 but what OS version is the Watch running? (on the Watch, Settings, General About) Series 4 will take OS9

If not on OS7 or later, did you erase the Watch first in Settings, General, Reset, Erase all content and settings) then try to pair again
