Computer will not change from the question mark folder load screen

Tried factory resetting device, now it’s stuck on the folder with question mark screen

question mark folder literally wont turn on to anything else, keyboard commands to go back into recovery mode & stuff doesn't work at all, i don't know what to do now.... lol

Flashing question mark/ file on screen. My sister was trying to delete the computer stuff to give it to me. We have followed all steps. And when we get to the reinstalling part, it gives us a remaining time. And after a few minutes before being complete turns off and then goes for the screen pictured.
