Messages taking up significant icloud storage

Messages is taking up 25.1GB of storage in my iCloud. I've deleted almost all of my text conversations and the amount of storage it's using hasn't decreased at all. I can no longer save anything to icloud because my messages are taking up so much space. If i've deleted all of my text conversations why is it still taking up so much space?

If the Messages app is using more storage space in iCloud than expected, let's first ensure that you are also deleting these messages from the Recently Deleted folder as well. These steps from Delete messages and conversations in Messages on Mac show how:

When you delete a message or conversation, it’s moved to the Recently Deleted folder. You can view and recover items in the Recently Deleted folder for up to 30 days. After 30 days, the messages are removed from all your devices. After 40 days, the messages are permanently deleted from iCloud.
1. In the Messages app  on your Mac, choose View > Recently Deleted.
2. Select the conversation in the sidebar.
3. Do one of the following:
• Recover a recently deleted message or conversation: Click Recover.
• Permanently delete a recently deleted message or conversation: Click Delete.
