My iPhone was stolen by neighbor and now they are using my iCloud account

My phone was stolen by neighbor hooked to a Mac returned and now they are using my iCloud account they changed all my info so now apple doent want to help. They have been using all my apps and Apple Pay. After 5 months of trying to contact apple they say can do nothing because I don't know the last 2 #'s of the hackers phone #
