Why can’t I access Safari on my new iPhone 14?

Watched https://youtu.be/gpbdQGj8-zk and followed instructions on what to do if I cannot access Safari on my new iPhone 14. I can get Safari now. However, I can't set Safari as a preferred browser in the General settings because Safari is not listed. How do I list Safari as my preferred browser?
