Will downloading the Web Spectre app hurt my iPhone?
It sent me a pop up that I had a virus and I panicked and downloaded it for like 5 minutes… will it give my phone an actual virus?

No. Downloading the Web Spectre app is not going to hurt your iPhone. It will not help your iPhone in any way either. My recommendation is to delete that app because it is not providing any helpful service.
Not sure which popup notified you that your iPhone had a virus but ignore that notification. That was a tactic used to get you to download that app.
