Shortcuts not showing on the apple watch

Dear all, I have this issue: I'd like to use shortcuts from my Apple Watch series 8. I created shortcuts in the iPhone, set the "Show on the apple watch" option, then the shortcut appears in the app "Shortcuts" of the Iphone within the section "Apple Watch" which includes the shortcuts enabled on the watch. However, when I go in the app "Shortcuts" in the apple watch, I see "no shortcuts available", as the iphone did not send to the watch the shortcut I created on the phone. I tried everything, unset and re-set the "display on the apple watch" option, restarted the watch, but nothing. Another weird thing is that within the "Watch" app of the Iphone, the "Shortcuts" app does not exist within the list of apps of the watch: is it normal? but, in the watch, the app exists, but it is empty, no shortcuts available. How can I solve this issue? thanks
