Offloading apps won’t work...

I’m trying to offload apps to save storage, but when I press “offload app” it loads for a second and then goes back to “offload app”.

Normally, powering the device off and then back on works for that, but it just simply didn’t this time. (And before you type it, YES, I’ve allowed deleting apps in “content and privacy restrictions” in settings)

I have absolutely no idea what to do

Apps wont delete even after suggested fixes I can not delete 3rd party apps from my iPhone13 mini (iOS 16.6.1). Holding the app icon and selecting "Remove App" (or tapping the - icon) only gives me two options: "Remove from your Home Screen" or "Cancel". Ive done all of the suggested approaches but it still doesn't work. I went to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases and changed Deleting Apps to Allow. Then I restarted my phone and made sure it was still set to allow. I also went into General/iPhone Storage and looked at the app info (Dungeon Hunter 5, for example). There were no options to delete the app from there. It just listed the app and data storage sizes. All apps are prevented from deletion even after the suggested steps. What could be wrong?

Unable to fix issues with iPad Mini (5th Generation) The issues I noticed in the iPad are a lot. Mind you I have tried ALL AND I MEAN ALL possible solutions ,including reset , update iOS and DFU mode . All still to no avail. So I’ll just list all the problems I noticed it’s having i can’t delete apps from, Home Screen (when I tap on it i see the option to remove app ,once I press it ,no change or response at all) most downloaded apps have no permissions assigned to them so I can’t even sign in to begin with . On some apps I was able to sign in because of my Apple ID back up (Snapchat,instagram; but I can’t make calls ,can’t use microphone, can’t upload any media content ) Most downloaded apps when it gets to the point where they ask you to “continue”. When I tap it ,nothing happens. In some cases (telegram,ChatGPT,the screen freezes and I have to close it in order for it to unfreeze ) I can’t download anything from any of these apps ,can’t Downlad videos from TikTok or instagram. however all the web apps work fine on the browser like safari and chrome ,but the mobile apps don’t work. I can’t share my playlist to any social media from Spotify (as soon as I click on the logo to share it. It rolls and rolls endlessly and nothing happens). this has cause me great distress for the last couple months . please if you have anything that would help ,I’d really appreciate it . We understand you're having trouble offloading apps. We'd be happy to provide information to help you address this.

Are you able to delete the app instead of offloading it?

Delete apps on your iPhone, iPad, and iPod touch - Apple Support

You can test with one app to see if it works correctly. If it does, try restarting after that step and then try the offloading option.
