 Watch weather complications are blank “—°” after iOS 16.1.2 update

I updated my iPhone to iOS 16.1.2 and now the Apple (not Dark Sky) weather complications on my connected Apple Watch are all blank, i.e. --°, or --. (first image)

 Watch is up to date on Watch OS 9.1 (20S75).

Weather app on the watch and phone works.

Weather app location permissions on the phone set to ‘always’.

Touching any blank complication opens the watch’s Apple Weather app, which then loads weather data from blank to the actual values.

This worked right up until the iPhone 16.1.2 update, then ¯\_(ツ)_/¯.

If I set the weather complications to Dark Sky (for the next couple of weeks!) it works. (second image)
