I have a iPhone 11 where it won't updated to iOS 16. Even when connected to wi-fi and you go to software, it lets me know that it is on iOS 15.7.1 and that it is up-to-date. How can I force iOS 16.2 to download and install?

Open Settings, go into VPN & Device Management, remove the beta profile, restart the unit, and run Software Update again. If there isn't one, check that it can properly communicate with Apple's servers.
