Why is Finder's search feature so useless and poorly implemented

I would have liked to reply to Why is Finder's search feature so useless… - Apple Community

but it's closed, so I'm starting a new one with the same title because _it's bloody 2022 and Finder isn't able to find a file in the very folder I'm viewing.

My context:

  • Externally connected USB hard drive, APFS+ formatted.
  • I search for a string, "magnum", with two search options: "This mac" and "Partiture CMSFDP" (the specific folder I'm viewing at the moment)

  • Searching "This mac" finds two files whose names contain the string
  • Searching "<current folder>" does _not_ find the same files, even though the two files found with "This mac" _are in that same folder_

This behaviour is so counterintuitive it begs the question: does anyone QA this kind of stuff? What's the reasoning behind shipping such a blatant UX failure?
