It's not supposed to. I have read where some people who are on Jio (I think that's the carrier) have had success. But be advised that Apple Watches sold in the US are specifically provisioned for Carriers in the US, Canada, Mexico and Puerto Rico.
Buyer Beware is the best advice. Not only will the watch NOT have warranty in India, if you buy and it doesn't work as you expected, you cannot exchange it in India.
Buy your watch where you live and will use it. Or don't, but if you don't, don't come back here upset or complain that you are stuck with a watch which won't work with your carrier. We won't be able to help you and Apple won't help you.
