Why can’t I downgrade my iCloud storage

I currently have the 2TB storage plan, but I'm only using 38GB. I'd like to downgrade to the 200GB option, but when I hit downgrade options, only the 5GB option appears, and when I try to select it, it won't let me. How can I fix this?

iPhone 12 mini, iOS 16
