I am unable to add a credit card. Is the wallet restricted in India?

Apple Pay is not supported in India. You cannot add credit or debit cards to Wallet there. click here ➡️ Countries and regions that support Apple Pay - Apple Support

Apple Pay is dependent on banks supporting the feature for their cards. It doesn’t look like any banks in India currently support Apple Pay: Apple Pay participating banks and card issuers in Asia-Pacific - Apple Support (IN)
