The ability to add a license to your Wallet is wholly determined by whether that particular ID issuing authority has developed “Mobile ID.”
Currently Apple Apple Pay Wallet is not supported in the Philippines. This usually the result of differences in banking regulations between the countries involved. Local banks also need to be willing to support Apple Pay. I suspect differences in banking regulations is the issue. You driver’s license would also be a legal issues, but different laws and regulations. These things sometimes take years to straighten out.
