Only computers count for authorizations.

iPhone's do count for the number of devices attached to an Apple ID.

You can remove iPhones from your account by erasing them or logging out of your Apple ID from them, or removing them from the Device list on another device.

Thanks Phil0124,

its not a clear system. I did remove all the old phones. There are only 4 remaining devices listed- 1 phone, 1 iPad and 2 computers. I’m still getting the only 5 devices allowed error message. Makes me think some are hidden. I’m pondering deauthorizing all and starting over. But the other devices are all syncing well and I don’t want to mess up things that are working. (Can’t add new laptop however)

Authorized computers may not appear in the devices list, but still be authorized.

If you had authorized computers, you never de-authorized, those authorizations continue to exist.

If you no longer have those older computers, then you will have to de-authorize them all, and then re-authorize the ones you still have. Follow the steps in the support document you posted from under "If you need to deauthorize a computer that you don't have access to"

Once you deauthorize all the computers, you can authorize the ones you still have and the new one.
