If purchased directly from Apple at full price with with no carrier subsidy, yes, the iPhone is carrier-unlocked

Maybe. That depends on the local carrier, and that depends on whether the carrier supports eSIM in the case of the various US iPhone 14 models. Check with your intended carrier.
The Apple iPhone warranty is not international, so service may or may not be available in countries other than where the iPhone was purchased
