Are there any VPNs in use on the Mac? If so, does disabling or uninstall those help?
Does this also happen while connected to a different internet connection, if possible? This can help to fully rule out the current connection as being related to the issue.
It can also help to try testing things in safe mode, which can with ruling out conflicts related to startup items: Start up your Mac in safe mode - Apple Support
Note that the steps will vary for an Intel-based Mac or an Apple silicon one.
Start up your Mac with Apple silicon in safe mode
1. On your Mac, choose Apple menu
> Shut Down.
Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.
2. Press and hold the power button on your Mac until “Loading startup options” appears.
Select a volume.
3. Press and hold the Shift key, then click Continue in Safe Mode.
4. The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar.
If it still persists in safe mode, you may try testing in a newly created Admin account on the device. This will help to see if it's a system-wide issue or a user-specific one: Add a user or group on Mac - Apple Support
