Set up iCloud Drive ( you have turn on iCloud Drive from Mac / iPhone or iPad used ) see the complete steps in the article Set up iCloud Drive on all your devices - Apple Support

Note : iCloud Drive doesn't download , the files from iCloud sync see the article Use iCloud Drive on iCloud.com - Apple Support
