I bought much twins Apple Watch with cellular on my Verizon account and they were assigned a phone number, their IPhones are on their mothers Version account. Can I pair the Watches with the phone. Where as the phone number on the iPhones and the Watches are the same but I still pay for it on my account.

While it is the case that you have to use a "cellular connection to the same carrier used by your iPhone" Use Apple Watch with a cellular network or if you Set up Apple Watch for a family member who doesn't have an iPhone, it does not have to be the same cellular provider, as the accounts are handled on the cellular provider's end, the best thing to do will be to contact Verizon directly for assistance.
Alternatively, you can Set up and pair your Apple Watch with iPhone without using cellular, even if the Apple Watch has Wi-Fi + Cellular.
