why does my Snapchat say oops this is a camera app and when I open settings snapchat doesn’t have camera allowing on snap in settings

Do you have Screen Time enabled on your iPhone? If so, make sure you dont have any Content & Privacy Restrictions enabled: Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
You said you were looking in Snapchat settings for camera permission. Was this in the app or in Settings > Snapchat?
