Battery Optimisation Ventura 13.0 (22A380)

Machine: MacBook Pro, 16-inch, 2019 / 2.6 GHz 6-Core Intel Core i7 / T2 Chip
I had asked this question at an earlier date, ostensibly too proximate to the "date" Ventura 13.0 had been installed, which was on 25 October 2022.
THE QUESTION, (Still):
Why does Battery Optimisation "To reduce battery ageing, your Mac learns from your daily charging routine so it can wait to finish charging past 80% until you need to use it on battery." not yet OPERATE?
I use the battery irregularly, meaning not very often &, principally, though not always, for only brief periods that barely run it down below 90%. Last night it went down to 30%; & has, perhaps, a few times been around 70%. On the former mac OS Monterey 12.5.1 — in this same machine — (Monterey 12.6 was barely installed just in front of Ventura 13.0) optimisation worked & regularly withheld the "charge" at 80%. Now that has ceased — & every time the the battery is less than 100% Ventura OS re-charges back to 100%.
If you please — I do not understand this; hence, two (2) questions:
1.)
Does the "new OS" Ventura requires months to "acclimate" to my user "patterns" & recognise what I have selected for it to do? Or is there a possible bug/fault?
2.)
Could there exist an other / any other option I might have selected in (the new configuration of) System Settings — that would cancel out what I have patently selected for the OS Optimise regarding Battery re-charging?
I thank any one with a kind reply of knowledge & information to this query. I am puzzled & would like to understand if my OS is failing to do what by now it should be executing.
