To clarify, you're attempting to change your trusted number but don't receive the two-factor verification code to do so?

You'd edit your trusted phone number on iOS via the following: Two-factor authentication for Apple ID - Apple Support

"To see, add, or change your trusted phone numbers:

• On your iPhone, iPad, or iPod touch: Go to Settings > your name > Password & Security. Next to Trusted Phone Number, tap Edit.
• Choose Apple menu  > System Settings (or System Preferences), then click your name (or Apple ID). Click Password & Security, then add or remove a trusted phone number.
• Go to the Account Security section of appleid.apple.com."

If that is the case, are you currently using a trusted device? They can be used to generate a verification code if needed under Settings > [your name] > Password & Security > Get Verification Code.
