Two factor authentication not an option under settings

On your iPhone, iPad, or iPod touch: Go to Settings > your name > Password & Security. Tap Turn On Two-Factor Authentication. Then tap Continue and follow the onscreen instructions.

When I am trying to set up two factor authentication I do not have 'Turn on two-factor authentication' as an option in settings

I am on IOS 16.1.1 on iphone 11

If you don't have an option to "Turn On Two-Factor Authentication" it is already on and cannot be turned off.
