Hello, How do I connect my iPhone 7+ to Apple Watch 7 (GPS+Cellular)? My phone has the latest software (15.7)

So I'm trying to connect to my dad's phone (7+) and it kept having me update the phone to the latest software. After 3 updates it still wouldn't connect. I just want to know if the watch will work with model phone or does it have to be a newer phone.
