iOS 16.1.1 won’t let me sign in to a different Apple ID for iMessage and FaceTime

When I go into iMessage settings -> send & receive -> tap the link with my Apple ID -> select sign out.

Then I tap Use your Apple ID for iMessage -> Use Other Apple ID, and after 5 seconds it just signs me into the same Apple ID the phone is using.

How can I fix this? I tried signing out of both iMessage and FaceTime, turning off the phone and waiting 30 seconds but it’s still not working.

The phone is brand new, no apps installed yet.

Try signing out of Settings/Your Name. Then try signing into Messages/FaceTime with the different Apple ID. If successful, sign into Settings/Your Name with the different Apple ID.
