If you are getting an sms or email saying Apple Pay rather than Apple Cash is restricted, then that's a scam. Apple Pay and Apple Cash are 2 different things. Apple Pay cannot be restricted, while Apple Cash can be.

If it is Apple Cash, which again is different to Apple Pay, then follow the steps in the link provided by Katana above.
