Trying to restore a 2011 MacBook Pro

I’ve been having trouble restoring a MacBook Pro from 2011. It’s in reasonable condition save for the fact the Wi-Fi chip is broken (or has been removed). I want to rest it to its factory settings but I can’t seem to do so via recovery mode, so I created a bootable usb with Ventura, though when I try to boot the usb I’m met with the prohibitory symbol. I’ve verified and repaired the HDD and found no problems.

What are my options?

Hi,

Ventura requires Late2017 MacBook Pro or later. 10.13.6 is the latest macOS for 2011 MacBook Pro.
