is iOS 16.1 compatible with itunes 12.8.2.3 under el capitan?

My desktop runs iTunes 12.8 on El Capitan. It recognizes my iPhone 12 when I plug it in, and I can copy song files to it, but my phone can't seem to handle folders. For example, a folder on my iTunes contains 6 playlists, which copy to the phone, and the folder gets copied--but the playlists don't go in the folder. When I look at the folders and playlists on iTunes I see something quite different from what I see on the iPhone. Any way I can make my phone behave?

One thing that may affect you is the support of multi-factor authentication (MFA).

That didn't come to being until Sierra 10.12.4. However, if you do get a code on your AppleTV, iPhone, or iPad while logging in your AppleID on your El Capitan or early SIerra system, enter that code immediately after your entered password. Often it will take without the MFA popup window present in the older systems.

I am having the same issue :/ . I have an iphone X and I have both High Sierra and El Capitan on this computer. The hard drive that runs El Capitan will not recognize the iphone in itunes, but it recognizes it in image capture and I can remove photos and videos. The hard drive that runs High Sierra opens the phone perfectly. Is there anything that I can do to fix this? I'm having no luck being able to get my music back onto my iphone because of this issue.
