First off, if this only occurs after using Safari, let's try cleaning Safari up a bit: Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support. Follow these steps:
"To clear your history and cookies, go to Settings > Safari, and tap Clear History and Website Data. Clearing your history, cookies, and browsing data from Safari won't change your AutoFill information.
To clear your cookies and keep your history, go to Settings > Safari > Advanced > Website Data, then tap Remove All Website Data."
Once that is complete, also take the following steps which can help with unexpected iPad behaviors in general: restart your iPad, close the Safari app, then reopen it and make sure all apps are updated.
