I have done every one of those things, multiple times every week - and that is the issue, it would seem that if I can get the webpage to load in an acceptable amount of time a couple of days later I would not have to go through all the troubleshooting steps again. And, I can use either of my other two browsers at the same time, on the same webpage, as Safari and they load the site in milliseconds.
The sites that I have trouble with are many and they are all very common sites - this Apple site, Google, Bing, Facebook, LinkedIn, car manufacturer sites, Amazon, financial services sites.
Currently I have no extensions enabled with Safari, my software is kept up-to-date. My wife has an older MacBook Pro, that reached its end-of-life for Apple upgrades and updates and cannot be upgraded to either Monterey or Ventura. That older MacBook Pro has absolutely no issues with Safari lagging.
I could understand if a particular site or sites always had the lagging issue and the issue resolved after I "fixed" whatever might be causing the issue, but it always returns multiple times a week. The multitude of sites and the inconsistency in whether the site lags or not, and the fact that other browsers have never exhibited the same issues, makes me believe they are inherent issues in Safari itself or Safari in the world of macOS Monterey and Ventura.
I've rebooted my router when the issue happens, sometimes that resolves the issue, other time it doesn't. My activity is mainly download type activity, very little or no upload activity. My internet speed consistently clocks in at 300 Mbps or better.
