How can I set the language and locale in the browser for icloud.com?

On my PC I use icloud.com in a web browser. The new icloud.com version does not have a language and regional settings. It seems to depend on the browser's setting, but that is no solution. I need my browser settings to be English, but I want to use icloud.com in German. Even if I change the browser settings to German, there are annoying things: We do not use AM / PM or any translation of that in Germany, we use a 24h format.

So how can I change the language and locale in icloud.com without fiddling with my browser settings and getting a full localisation?
