iPhone Bluetooth reset issue

I was trying to reconnect with a bluetooth device (my camera) and when I selected to connect it in the iPhone (iOS 16.1.1) it was not connecting. So, I said to forget the device, but then it no longer shows up, even to add it back. I did a reset on my phone "Reset Network Settings" that some suggested would clear my Bluetooth settings and allow me to start over. It appears to have done nothing for my Bluetooth, as all my old devices were still present after restarting my phone and the camera I "forgot" still does not show. It did reset my Wifi. I have placed the camera into parring mode multiple times and it does show up on other devices, like my laptop, so I believe the problem is with the phone. I have done the reset 3 times, with no success. Suggestions please.

Unbelievable

My Garmin 955 sports watch can not connect to my iPhone 13 and I wish I never did the update to iOS 16

I did all the suggestions, while in couple of attempts, I was able to re-pair my device to my phone, it lost the connection all again and now no way to pair the two. I can see my neighbors TVs, but not my watch. Now I can not see my running plans, daily health data etc on my phone and can not sync my activities.

I am desperately waiting for an update from Apple.
