Icloud will not open due to "lack of permissions" on windows 10

Hello, i've been attempting to add Icloud to my PC but every time I try and open it no matter what way I get the error shown below, I have full administrator permissions on the PC I am using, I have re installed icloud multiple times and opened it through different methods and still with no success, is there any fix I can do on my end or will I have to wait for an update to be released for this issue to be fixed?

If you can't download or install iCloud for Windows - Apple Support

If you've tried the relevant tips for your build of Windows, it may be worth reaching out to Microsoft support for assistance, as this error looks like a Windows permissions issue.

I have exactly the same issue after a Windows 10 update in Nov 2022. I checked the "if you can't download or install" link above and that is of not help. It is a new permissions issue that's started related to a specific WebView sub-folder within the AppleInc.iCloud windows apps folder. I run my PC as administrator and otherwise have full access. Before I read this thread I created a separate post about it. I guess you will give me same advice to contact Microsoft support....
