I noticed after update this morning my iPad is extremely slow in responding to safari or games. Definitely something wrong with newest update. Anyone else have issues

With a billion-some users, there are coincidences galore.
Tried a forced restart? Force restart iPad - Apple Support
If there are any add-on VPN client apps, add-on security apps, or other such apps, remove all of those, restart, and try again.

Sounds like it could be bad hardware. Maybe a corruption.

Slow to close an open tab. I have accidentally closed two tabs instead of one because I hit the close box twice thinking nothing was happening after the first time. Then two closed.
