Icloud storage

Got msg that icloud storage completely full ( day before was only 95%, as they had been "warning" me daily for about 3 wks, and "suggesting"? that i purchase more storage.

Instead, i proceeded to delete photos and Msg conversations. Never saw a decrease in amount of storage used.

Then today i got msg from them that all of my storage was used, and that they would no longer backup my stuff.

Is there an extra intermediate cache or something that I need to clear? I empied the Trash (permanently deletd) the photos.
