Troubleshooting iPhone Storage:
Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support
So, what to do...
Clear Space, Using my User Tips:
If you have already enabled “Optimize iPhone Storage,” but your iPhone’s storage is still full, there are several potential issues that could be causing this:
1. iCloud Photos is still in the process of optimizing: If you have a large number of photos, it might take some time for iCloud to complete the optimization process. Make sure your iPhone is connected to Wi-Fi and charging, then give it some time to finish the process.
2. Other files are taking up space: Your photos might not be the only thing taking up space on your iPhone. To check what’s using up your storage, go to Settings > General > iPhone Storage. You might find that apps, messages, mail, or other files are also using a significant amount of space.
3. Recently Deleted album: Photos that you delete are kept in the Recently Deleted album for 30 days. They still take up space on your device during this time. If you’re sure you don’t want to keep these photos, you can go to Photos > Albums > Recently Deleted, then choose “Select” and “Delete All” to remove them immediately.

Download All of iCloud, First:
Having only 200GB, you could clear all of iCloud, and then use it anew. oYou'd download it all, that way you do not lose any data. Once downloaded, verify you can access the data. The storage on your iPhone and the storage in iCloud are two separate things. Buying more iCloud storage doesn't increase your iPhone's physical storage capacity. However, it allows you to store more data in the cloud and access it from your devices.
The photos that are taking up space on your iPhone are likely still stored locally on the device. If you want to free up some space, you can optimize your iPhone storage using iCloud. Here's how to do it:
1. Go to "Settings" on your iPhone.
2. Tap on [your name] at the top, then tap on "iCloud."
3. Tap on "Photos."
4. Enable "iCloud Photos" if it's not already enabled.
5. Select "Optimize iPhone Storage."
With "Optimize iPhone Storage" turned on, your iPhone will keep smaller, space-saving photos and videos on your device while the full-resolution versions are stored in iCloud. As long as you have internet access, you can download the full-resolution versions anytime.
Remember, if you ever decide to cancel your iCloud storage plan, you'll need to download any photos or videos you want to keep onto a different storage device, as the full-resolution versions will no longer be stored in iCloud.
