iOS Driving Focus Set to Manual Still Turns Off Automatically

iOS 16.1. I have Driving focus set to manual and turned off all automatic focus changes. When I turn on driving focus, it always turns itself off while still in my neighborhood or before I have left the parking garage at work.

It also repeatedly turns off when I'm at stoplights or in traffic. Is there a toggle to COMPLETELY disable the automatic driving detection, because the toggle that says it turns off automatic detection only disables automatically turning the focus on.

This has been an issue since focuses came in iOS 15 and I reported the bug multiple times and haven't heard back.
