whats happening is this a security issue?

Unable to access payment and shipping within Apple ID settings. Forces Apple Music download. When cancel is selected it returns me to Apple ID menu. When accept is selected it reroutes to App Store. See screen record below. Had to start download of app then pause from Home Screen to access payment and removed card. Ironically, im also disputing over 150 Apple transactions for nearly $1000 with my bank. Apple purchase history does not reflect.
