You can't remove a child under 13 years old from your family group, but you can move them to another group or delete their account.

You can ask another family group to invite the child to their family group. To do that: 

·       On your iPhone, iPad, or iPod touch, tap Settings. Below your name, find a notification that says "Family Transfer Request." Tap the notification and follow the onscreen instructions.

·       On your Mac, choose Apple menu  > System Preferences. Below your name, find a notification that says the child was invited to Family Sharing. Click Continue and follow the onscreen instructions. In macOS Mojave or earlier, choose Apple menu  > System Preferences. Click iCloud, then click Manage Family.
