My question was based on following exactly the documentation you linked to :)

I have followed those steps exactly, and while I am logged in successfully on my android device to my itunes/apple music account, I do NOT have access to any of my music, and android apple music prompts me to have to subscribe via google play.
I will try to re-state my question, more explicitly:
- I open Apple Music on my android device.
- I follow the instructions at Use Apple Music with your Android devices - Apple Support, specifically the section headed "If you already subscribe, just sign in with your Apple ID" (since I am an Apple Music subscriber).
- I am able to sign in to my itunes/apple music account on my android device. It says I am signed in.
- But I do not see any of my playlists or my music, and when I try to see my library, I am prompted to pay via Google Play.
Again (just to make everything clear). I am signed in on my android device and I can access my "Account" page from the upper right hand corner. When I click on that page, I see I am signed in with my apple id (It displays my id, and offers me the option to sign out so I assume that means I am signed in.)
However, when I go to "Library", I see this instead of my playlists and music: 
So... looking at my account page again

Not sure if that makes the question clearer or not. Basically it seems my subscription does not "carry over" to my android device and that is why my post wondered if I need to pay in both google play and in apple itunes to do this? That's what it seems like.
