iPhoto to Photos Library

I have an iPhoto library in old MacBook Pro with MacOs 10 that can't be upgraded anymore. I have backed it up in external drive using Time Machine. So basically my iPhoto library is still in MacOs 10. Now I have a MacBook Air that has macOS Monterey (12.6). How can I import my iPhoto library via Time Machine in my new MacBook Air? I have tried many suggestions that I have read here without success. Many thanks for your help.

MacBook Pro 15″, OS X 10.11

You cannot use an iPhoto or Photos Library, while t is part of a Time Mac line backup. It needs to be restored to your Pictures folder or an external volume.

If the Restore button is unresponsive, you may not have gone back in time along the timeline to the right of the Time Machine window.

and usually Time Machine wants to restore files to the original location. when restoring from the backup of a different Mac, try the "restore to..." option to restore to a different location. Hold down the CTRL-key while clicking the Restore button, so you can select a folder where to restore the photos Library to.
