Apple announced the availability of the Oceanic+ "this Fall". We are in the middle of the Fall and still no app available for divers. Another remark : I am not keen on the subscription approach for this especially if you compare the price of a basic recreational dive computer to the subscription rates. Will there be a "one time for life" purchase, like lots of apps?

User to user only forum. No one from Apple is here. Just other users, none of whom have any inside knowledge of how the subscription will be rolled out or priced. You'll learn the same way and time we all do and that's when Apple rolls it out officially.
I have heard from Oceanic directly via eMail that the Oceanic+ SCUBA dive app will be available "at the end of the week 47" so that should mean not later then Friday 18 November 2022. If anyone hears anything - please reply on this discussion. (Leaving for a dive trip in 5 days - have had my Apple Watch Ultra since 23 Sept and still no Oceanic+ dive app!) Thanks very much. I can't remember Apple EVER introducing any new feature on a Sunday and typically, Apple introduces new features with OS updates. WatchOS 9.2 will be introduced next and likely sometime in early December. So counting down daily won't likely help you. You'll need to be patient and wait for the next WatchOS update and hope the Oceanic App, is released with it. Which, by the way, will be "late fall" as Apple has suggested all along.
I would like to remind that this app in not an Apple app but a Oceanic Software app that will be not part of the WatchOS operating system. Then... yes; fall is not finished yet but we're in the 'later this fall' (as in Oceanic Website) and we have no news than a lot of details and tutorials of a non-existing app since September 23rd and it's... annoying. https://www.oceanicworldwide.com/oceanic-plus/?v=cd32106bcb6d
